Bail bondsmen make loans to people accused of crimes who can’t afford the bail, and they’re liable for the full amount of the bond if the accused person runs off. When this happens, bondsmen hire bail bond recovery agents -- also known as bounty hunters -- to search for and return the fugitive. Bounty hunters actively pursue fugitives and use various means to make an arrest, including force and weapons. Bounty hunting is illegal in some states, like Kentucky and Illinois. The states that allow it have strict laws to prevent agents from violating people’s civil rights. Entry into the field demands some training, but it is typically short. Bail bond recovery agents must be licensed, although licensing requirements vary by state.
California Fugitive Recovery Agent Requirements
Eligibility
In most states, you must be at least 18 years old to become a licensed bail recovery agent, although some states, like Washington, require you to be 21. You must also be a U.S. citizen or permanent resident and have a high school diploma or equivalent GED certificate. A criminal conviction will make you ineligible for a license, unless it has been dismissed or expunged from your record.
Training

Your state may require that you pass a training program for bail bond agent candidates. These programs teach students civil and criminal law and procedures for field operations. They also include training on the use of standard work tools, such as a batons, electroshock weapons and capsicum oleo resin sprays, commonly called pepper spray. The length of the training varies by state. Many private training companies offer the course. Contact your state's department of licensing for a list of approved providers.
Application
At the end of training, contact the regulating office in your state to apply for the licensing exam. In most states, candidates must submit supporting documents with the completed application and fees. These include certificate of training from the course provider, completed certified fingerprints, a recent credit bureau report, criminal history check completed by law enforcement and a recent full-face photograph. Your state may require more or less information.
Exam and Licensing
The bail bond licensing exam consists of multiple choice questions, based on state and federal laws and professional information. Individuals who pass the exam receive a license to work as bail recovery agents in their state. The license is valid for a short amount of time, which varies by state. For instance, it expires one year from issue date in Washington state and two years from issue date in Indiana. Agents must complete continuing education classes and satisfy other state requirements to renew.
